I worked at the Pentagon in early years, so understand the direction.  Your 'competitors' are doing it, so you have to consider it also.  Even then there were capabilities floated that demonstrated potential destruction.    Brought home when I saw the virtual destruction of my birthplace in the Fulda Gap.
